Our new friend Curtin in the comments reminds us that the movie with Roscoe P. Coltrane as the hero sherriff fighting the malevolent local yokels has already been made -- it was Walking Tall.
Which brings us to an interesting thought experiment. If Buford Pusser moved to Hazard, and tried to bring order to a county where the Duke Boys were "... making their way, the only way they know how/That's just a little bit more than the law would allow", who would the rednecks root for?

I'd hazard a wager (get it? cause they live in Hazard county? Huh? Huh? Aw, forget it) that the rednecks would root for their local boys, the Dukes.
Way I see it, I imagine they wouldn't look too kindly upon strangers in their neck of the woods. They don't know Buford from anything, so they'd be full of hate and suspicion right off the bat. Even moreso if it was The Rock's version, even though he went by a different name (they just don't like them "colored" folks in those parts).
Come to think of it, where was Hazard County? It's been so long since I've seen that show, I don't remember...
I don't think they ever explained where Hazzard (they spelled it with two Z's) was. It was just somewhere down south.
Oh, we're DEFINITELY talking the Joe Don Baker version. Using the Rock invalidates the entire experiment.
Hazzard County was always supposed to be in Georgia, or at least that was what was alluded to be the case.
As for the Dukes feelings toward blacks, they actually had an epsiode or two where they were shown to be racially tollerant. Granted, the black characters were usually just guest characters, but they had some.
Plus, the sherrif of one of the neighboring counties was black, and unlike Roscoe, the Dukes respected and feared him.

"Dukes of Hazzard" was set in the fictional Hazzard County, Georgia. The show was actually filmed on location in Covington, Ga, which is somewhere in Newton County, if memory serves. I know all this because I'm from Georgia, and the show was a big part of our cultural heritage.
Well...that and hangin' folks.
Firstly, the Rock is a multiple time WWF Champion, and Georgia is a stronghold of wrestling fans. Never underestimate the power of the People's Eyebrow.
Secondly, Walking Tall is about the Buford Pusser character returning to his hometown to take out the bad guys. He's not a man wandering the earth like Kwai Chang Caine, he's one of the boys, come home from the war to settle down.
Given these two data points, I would postulate that the Rock would be cheered, that he would beat the holy hell out of Johnny Knoxville and Stifler (both of whom have been in movies with him previously), and run off with Daisy, who would end up nice and curvy on a diet of Samoan soul food. (Which, incidentally, is what the Rock is cookin'.)
Granted, the Dukes and Buford Pusser are working toward ultimately different goals...I think they both come up at odds with the corrupt Boss Hogg. I think that commonality leads to an ouster of Mr. Hogg.
And I also think it comes down to the whole Duke Boys "Making their way the only way they know how." The Dukes are only doing what they've always been doing, the only way they know to do it. They're not corrupting people and ruining lives. They're just running moonshine (and probably pot...you can't tell me Cooter didn't toke up).
I'm not expert on all things Joe Don Baker, but I'm thinking Buford would let the Dukes do their thing, so long as they recognized his authority....
